Detroit es propiedad del multimillonario mal Abraham Kane (Mark Hamill). Teniendo prohibido libertades incluyendo transporte automovilístico, Kane enfrenta ahora a un último obstáculo: un grupo de rebeldes esgrimiendo Hot-Rod, que se hacen llamar los quemadores. Dirigida por Mike Chilton (Scott Reid), el aumento de los quemadores impide que Kane conquistando el oasis último de Detroit de libertad-un refugio subterráneo denominado Motorcity.
